Shenzhen was the first to be designated as a 'Special Economic Zone' by Deng Xiaoping, the mastermind of China's opening-up policy. Located at the mouth of the Pearl River Delta, Shenzhen faces the New Territories of Hong Kong to the south, Daya Bay to the east, and Dongguan and Huizhou to the north. As the primary city of Guangdong province, it is a large transportation center that is home to the largest land port, the second largest container seaport, and the fourth largest airport in China.
